Purpose

The KAO platform provides electronic administrative services to Bulgarian municipalities through the KAO.bg website and the KAO Mobile app.

KAO Web and KAO Mobile

These terms cover use of the web portal and the mobile app. Some services may be available only on the web or only in the mobile app, depending on identification and signing requirements.

Identification with QES

Initial identification and mobile device registration require signing in to KAO.bg with a qualified electronic signature (QES). QES is not replaced by Face ID or Touch ID in the mobile app.

Mobile device registration

A mobile device is activated using a QR code from your KAO.bg profile. You are responsible for securing your device and removing registration if the device is lost, stolen, or replaced.

Electronic administrative services

Applications and documents submitted through the platform are processed by the relevant administration under applicable law. KAO provides the technical environment; the administrative act is performed by the competent authority.

Responsibility for submitted data

You are responsible for the accuracy and timeliness of data you submit. Providing incorrect data may result in refusal or cancellation of a service.

Payments

For electronic payments (including via BORICA), the terms of the relevant payment operator and administration apply. Fees and payment procedure are described in each service.

Third-party providers

The platform may use third parties for authentication, payments, electronic signing, maps, and push notifications. Their data processing is governed by the relevant contracts and policies.

Electronic signing

When a service requires a qualified electronic signature, signing is performed through supported providers and methods. Not all services can be completed from KAO Mobile.

Service availability

KAO aims for continuous operation but does not guarantee uninterrupted availability. Planned or emergency outages are possible.

Restrictions and access termination

Access may be restricted or terminated in case of breach of these terms, abuse, request by a competent authority, or removal of a registered device.

Applicable law

These terms are governed by Bulgarian law. Disputes are resolved by the competent Bulgarian courts unless mandatory law provides otherwise.
